The article analyses issues dealing with the regulation of non-governmental pension fund activities. The subjects of pension fund raising system as well as its agents are mentioned. The main functions of Russian pension fund and Federal agency for Russian financial markets are analyzed. The problematic of non-governmental pension funding is discussed. The solutions to effective non-governmental fund monitoring are given.

THE INFLUENCE OF CORPORATE DIVESTMENT ON THE SHAREHOLDERS’ PROSPERITY: SOUTH AFRICAN EXPERIENCE

The research reflects the results of divestment phenomenon on the basis of South African example. These results show that corporate divestment is an essential deal which brings real economic benefits to both buyers and sellers. Corporate divestment changes shareholding and corporate resources monitoring; it transfers the assets from companies with low-performance to those which provide a higher value to these assets. Thus, divestment makes companies rationalize their activities and properly specialize the assets.

The research analyzes the spatial development in Southern part of the Western Siberia from the perspective of a new regional and civil engineering policy, and the roles of cities as the metropolitan engines. The idea of the Western Siberia urbanized cluster development is expressed. The concept “city-entrepreneur” is introduced and compared with the idea of social city. The Novosibirsk spatial development is discussed.

The article analyses the innovational developments proposed by the associates of SO RAN (Siberian branch of Russian academy of sciences). SIBERIA IS THE RUSSIAN COLONY

The article presents a historical sketch of Siberian exploration: the appropriation of its wealth and territory by the Russian Empire and its adaptation in both pre-revolution and post-revolution periods. The issue of Siberian development is discussed – the way of colonial exploration as a dominating scenario. As a conclusion, the author stresses the countries inability to offer the other scenario for the Siberian region.

THE RUSSIAN BOOK MARKET (PUBLISHING BUSINESS): ISSUES AND PERSPECTIVES

The article presents a detailed analysis of contemporary state and development in one of the major Russian economic fields – publishing and book trade. The aspects of the external environment are considered (politics, economics, sociology, technology). The book market attractiveness is accessed. The internal book market share is calculated both for Russia and for the Siberian federal region. As a conclusion, the practical methods are proposed to eliminate negative developments in the field.

In terms of information research base, the author has used the environmental statistics and the results of personal explorations within the publishing and commercial domain.

The article evaluates the immigrant labor forces in major Siberian cities and regions. The basic immigrant criteria are given, such as the educational level, Russian language knowledge, professional skills and qualifications, employment characteristics. The subjective assessments of immigrant performance (work and salary satisfaction, the change in material stance, etc.) are analyzed as the basic factors of the immigrant territorial adjustment.

The article analyses a practical experience in the introduction of international dual-degree programs; these are implemented in a variety of Russian universities. A pilot model of the program is presented, which was initially launched in Omsk State University and consequently promoted in Novosibirsk State University of Economics and Management – Bachelor of Economics of The State University of New York (SUNY).
